Vegan German Chocolate Cupcakes

Cupcakes:
1 1/2 cups flour
1 cup sugar
2 tbsp + 2 tsp cocoa powder
1 tsp baking soda
1/2 tsp salt
1 cup coconut milk
1/2 cup canola oil
2 tbsp apple cider vinegar
1/2 tbsp vanilla extract
Frosting:
2 tbsp cornstarch
1 1/2 tbsp water
1 cup coconut milk
3/4 cup + 2 tbsp brown sugar
1/2 tbsp vanilla extract
1/2 cup toasted pecans, diced (baked at 350 for 5 minutes)
2 cups shredded unsweetened coconut flakes
